However, pay only once the seller's authority, VIN and registration status, both parts of the Finnish vehicle registration certificate, approval evidence and transport have been clarified. As a precaution, the budget selects transport by an insured vehicle carrier. Driving the vehicle yourself requires written confirmations for the specific vehicle and the entire route.

Check the vehicle, seller and contract

Match the VIN on the vehicle against the registration certificate and the contract. Traficom provides technical, inspection and vehicle-tax data free of charge. Paid owner and history data may include ownership, inspections, insurance, decommissioning and use. The available records vary and go back to approximately 1989. Because of data-protection rules, only one previous natural-person owner may be named; other entries may be limited to type and period. This is not a complete accident, mileage, maintenance or repair history and does not replace a physical pre-purchase inspection. 3

The seller must be the owner or be authorised by the owner; for a hire-purchase vehicle, the finance company's consent is required. All co-owners must consent. If only one person signs, that person confirms the consent of the others. Prepare two identical contracts signed by both parties, stating the parties, VIN, price, mileage, condition, documents and time of handover. 4

For registration abroad, the seller must hand over both parts of the Finnish vehicle registration certificate; Part I must be carried when driving. 45 Also clarify the COC or other evidence of EU type approval. Make a traceable payment to the authorised contracting party only after checking the originals. Stop if the bank-account details belong to someone else, there is pressure to make an unsecured advance payment or encumbrances remain unresolved.

The electronic notification of transfer requires the buyer to have a Finnish personal or business identifier. If it cannot be used, the seller can submit the notification at an inspection station or through the seller's insurance company after the sale and agreed transfer date have been confirmed. Clarify identification, representation, documents and the time required for this offline route before concluding the contract. 10

After first bringing it into Austria, as a person resident in Austria you may generally use the foreign-registered vehicle for one month. A further month is available only if you can credibly show that registration could not be completed in time. This extends neither the Finnish plates nor the insurance. 1

Taxes, approval and registration in Austria

No customs duty arises on this EU route. NoVA, any applicable Austrian acquisition VAT, approval, insurance and registration requirements remain. 122

The vehicle is new if, at the time of purchase, it has no more than 6,000 km or its first use was no more than six months ago. It is used only if it has more than 6,000 km and its first use was more than six months ago at the time of purchase. When a private buyer acquires a vehicle that is new for tax purposes, Austrian acquisition VAT at 20% and NoVA are payable before registration; the treatment of foreign VAT depends on the conditions for an intra-Community supply. 1213

For a privately purchased used car, NoVA generally applies, but the new-vehicle acquisition VAT branch does not. If it was previously registered in the EU, the NoVA regime generally depends on its first EU registration and value development. The current formula does not apply across the board. If the private purchase price is below the average in a recognised Austrian vehicle valuation, evidence of the lower fair market value may be required. 214

For a NoVA 2 declaration in an ordinary private purchase, you need the purchase contract and a vehicle valuation, such as Eurotax, Autopreisspiegel or a report by a sworn expert. Assume an exception from the vehicle-valuation requirement only if its conditions are documented for your vehicle. For a purchase from an authorised motor trader, the invoice is used. The other documents include the foreign vehicle and approval papers, the database extract and photographic ID. Only after the applicable tax has been received does the tax office release the vehicle for registration. 13

Every imported vehicle must be entered in the Austrian Genehmigungsdatenbank (vehicle approval database) before registration. With EU type approval, a new Austrian approval is not usually required; a COC or foreign vehicle registration certificate may provide evidence of it. Otherwise, individual vehicle approval and possibly an exemption approval are required. 613

The Austrian vehicle registration office requires motor liability insurance valid in Austria, identity and approval evidence and, where available, both parts of the previous EU vehicle registration certificate. If the periodic inspection is due and no valid positive report is stored in the Austrian database, you need a current positive inspection report. The database entry and NoVA clearance are also required; customs confirmation is not required on this EU route. 15

What happens if there is no COC?

A COC or the foreign vehicle registration certificate may provide evidence of EU type approval; the database entry remains necessary. Without EU type approval, you need individual vehicle approval and possibly an exemption approval. As at 13 September 2026, the source states approximately EUR 150.00 for individual vehicle approval depending on the evidence, not as a maximum; this is not included in the selected budget branch.
